Brigitte Tougas was shocked to learn that Justin Bos had been charged with fatally shooting a Surrey resident in August 2022, considering Bos had already been charged with killing her son Cody Mostat in Langley on March 25, 2022. Bos was under investigation by B.C.’s anti-gang agency for converting airsoft guns into functioning firearms at the time of both murders. Despite being under police investigation, Bos was charged with two separate murders, raising questions about how two men could be killed while the accused was being monitored by authorities.
The Integrated Homicide Investigation Team had a suspect in Cody Mostat’s murder almost immediately, despite taking six months to lay charges. Troy Michael Regnier was shot to death in Surrey on August 27, 2022, while Bos was under investigation for both murders. IHIT has not disclosed a motive in either killing, but mentioned that Bos and Mostat were acquaintances. Three suspects were arrested at the scene of Regnier’s murder, but no charges were laid at the time. Bos, 38, is scheduled to appear in court on April 14 for the second-degree murder charge in connection with the Regnier murder.
IHIT’s news release announcing the latest charge did not mention the earlier charge laid against Bos on September 21, 2022, in Mostat’s death. CFSEU conducted searches related to Bos and another man named Matthew Whitty before and after Mostat’s murder as part of an investigation into alleged firearms manufacturing and possession. Mostat was found in medical distress and later succumbed to his injuries outside the Highway Hotel in Langley. Bos was charged in Mostat’s death less than a month after Regnier was shot in Surrey.
Charges were finally laid in the firearms case against both Bos and Whitty in December by CFSEU. The investigation had started before Mostat’s murder and continued afterwards. Mostat had a serious injury that led to addiction issues, but his family described him as a functioning addict with a big heart. He had plans to seek treatment and change his life before his death. Tougas was devastated by the loss of her son, initially thinking it was an overdose when the police called but was shocked to learn it was murder.
Tougas expressed her heartbreak over her son’s death, stating that she now just exists and does not live anymore. She described Mostat as a happy and outgoing person with a big heart, despite his struggles. The family was prepared for the possibility of an overdose, but not for the tragedy of murder. Tougas continues to mourn the loss of her son and struggles to come to terms with the shocking circumstances surrounding his death.
