This research, the basis for his CHDS thesis, aimed to contextualize current gaps and barriers in the collection and dissemination process of sensitive and confidential human-trafficking information. The findings indicate that when anti-trafficking specialty units do not work together seamlessly, they foster programmatic and societal shadows that traffickers rely on to exploit their victims.
