Kayla Bourque, a woman described as a “high-risk violent offender,” has been placed under new court-ordered conditions while living in the community. The conditions include a no-contact order, a strict overnight curfew, and a ban on associating with anyone younger than 18 or vulnerable people without permission. Bourque has a criminal record for killing animals and causing pain, and psychological assessments indicate a moderate to high risk for sexual or violent offending. She has also been labeled as a sexual sadist with antisocial personality disorder.
In 2009 and 2010, Bourque pleaded guilty to slaying and eviscerating her family’s pet dog and cat, leading to a psychiatrist describing her as an “affectionless psychopath.” She had also expressed a desire to murder a homeless person. In 2018, she was the subject of public notification when she relocated from New Westminster to Surrey, where she was considered a “high-risk violent offender” and subject to 43 court-ordered conditions. The new conditions now include a ban on accessing online content or possessing any descriptions of violence against people or animals.
The Crown alleged that there were reasonable grounds to fear Bourque would cause serious harm to another person based on her criminal record and assessments. Her prior convictions and assessments indicate a propensity for violent or sexual re-offending. The court-ordered conditions aim to prevent Bourque from engaging in any harmful behavior and to protect the community from potential risks. Bourque has a history of violence and cruelty towards animals and has been classified as a high-risk offender by authorities.
Despite the restrictions placed on her, Bourque continues to be a concern for the community due to her violent past and psychological profile. The court-ordered recognizance is a preventative measure to ensure the safety of the public while allowing Bourque to live in the community under strict supervision. The conditions also include a ban on possessing weapons, caring for animals, and associating with certain individuals without permission. Bourque’s history of violence and mental health assessments indicate a potential risk for future offending, leading to the imposition of stringent conditions for her oversight. The case highlights the challenges of managing high-risk offenders in the community and ensuring public safety.
