Sandra A. Villafane, 53, and Chantal A. St. Claire, 37, employees at Capital District Department of Developmental Services Offices care facility in Saratoga Springs, New York were arrested on March 13. The arrest was a result of an investigation into a reported abuse at the facility which took place on March 2. The victims are residents of the facility who are non-verbal with multiple developmental disabilities.
Villafane is accused of striking a resident of the facility which resulted in injury. The victim of the alleged assault is a non-verbal individual, suffering from multiple developmental disabilities. The incident happened within the facility on Alpine Meadows Road in Greenfield. It was not immediately clear what prompted the alleged physical abuse.
After the incident occurred, it is alleged that fellow employee, St. Claire, made a false log entry stating that the injuries the victim sustained happened earlier in the day and were not a result of the abuse within the facility. Police believe Villafane and St. Claire were collaborating to conceal the incident from detection or further investigation. This attempt to alter records forms a significant part of the accusations made against them.
The charges against Villafane include first-degree endangering the welfare of an incompetent or physically disabled person, and second-degree harassment. St. Claire was charged with first-degree falsifying business records, second-degree falsifying business records, and making a punishable false written statement. It is unclear at this stage if either of the accused have legal representation, or if more charges will be added as the police continue their investigation.
After their arrest, Villafane and St. Claire were processed by law enforcement and subsequently released. They were issued tickets to appear in the Greenfield Town Court on March 20. The incident highlights the vulnerability of people with disabilities in care facilities and the importance of vigilant oversight to ensure their safety and well-being.
