    It doesn't matter whether the legislation is passed, it won't be enforced against high-ranking CCP members. They're immune from prosecution. E.g., the Peng Shuai scandal.

    Peng Shuai and Zhang Gaoli have always been sexual partners.
    Both parties have been voluntary for decades.
    It's just that Peng Shuai didn't get the promise of his funds or rights.

    Peng shuai had extramarital affairs with an official. That's not a harassment.
